2Justification
The problem or need
Fault reports from SCA buildings and centres (air-conditioning, e-test hall equipment, lifts, lighting) reach us from branch managers and centre coordinators by phone and email with no single reference number, and about a third get lost between the department and the maintenance contractors.
Today
Average response time is 9.4 days, 31% of reports are closed without a site check, and 46 skills-test sessions were postponed in 2025 because of hall faults.
3Objectives
- One reporting platform — a mobile app for branches and centres and a live console — that routes every report to the responsible maintenance team or contractor and brings response time down to 3 days by the end of 2027, and to one day for test-hall faults.
Strategic objectives served
- SO-1.1 — Simplify regulatory relationships and make doing business easier
- SO-3.3 — A better contractor experience and service quality

6Initial risks
| Risk | Level | Proposed response |
|---|---|---|
| Delay integrating national systems | High | Start integration requests during feasibility |
| Low user adoption of the new solution | Medium | A change plan and champions in each department |
| Maintenance contractors not closing reports in the system | Medium | Tie maintenance payments to closed reports |
