What the requester wrote on the intake form

Problem
Branch managers in Riyadh, Jeddah and Al-Khobar report crowded reception areas on skills-test days — contractors and trainees wait in the corridors outside the halls — and 140 formal complaints were logged in 2025.
Current state
Reception areas in the existing branches hold only 40% of peak attendance, with no calling screens or service desks near the halls.
Objective
Redesign contractor waiting areas in 14 existing branches and centres with proper halls and calling screens tied to the test and appointment schedules by 2029.
Expected scope
Design and build of the waiting areas, furniture and wayfinding, calling screens, contractor service desks near the halls, and access for people with disabilities.

Expected benefits

Customer satisfaction

Contractor satisfaction with branch service up 6 points

Time & speed

Waiting time before an appointment or test down 40%

Loose scope in design-build contracts breeds claims

From SCA Academy Campus, Riyadh

The contractor claimed SAR 14M for requirements added after concept design: extra e-test halls and trainers’ offices.

Recommendation: Freeze the building’s functional programme with the sector that will use it before the proposal goes to committee.
