2Justification

The Authority runs 68 e-services for contractors through five separate channels and legacy systems that do not talk to each other; a contractor deals with several departments and service centres for a single request, and issuing or renewing a membership takes 21 days on average. Release 4 of the Muqawil platform brings them into one digital journey that meets Digital Government Authority standards.

3Objectives

  1. Bring 68 contractor e-services into Muqawil with a single journey
  2. Cut the average time to issue or renew a membership from 21 days to 5
  3. Lift contractor satisfaction with digital services to 88%
  4. Reduce cost per transaction by 60%

Strategic objectives served

  • SO-1.1 — Simplify regulatory relationships and make doing business easier
  • SO-1.2 — Raise quality standards across contracting
  • SO-2.3 — Transparency and open sector information

4Expected benefits

KindBenefit
SatisfactionHigher contractor satisfaction with digital services — target 88 %
Cost savingLower cost per e-service transaction — target 18 SAR / transaction
Time savedShorter membership issue and renewal — target 5 days
